ORGANIZATIONAL ASPECTS OF UNIVERSITY SIENTIFIC FUNCTIONS MANAGEMENT

Today, the priority in higher education management is given to academic structures of the university. In today's context, education is designed not only to transmit, distribute and produce knowledge, but also to create a research environment in which the research process will be the basis of constant increment of intellectual resources.

Today, universities face difficult tasks in the field of research:

  • priority of fundamental investigation as new knowledge creation basis, new technology development, establishing and further development of scientific schools and research teams
  • providing training of qualified scientific and pedagogical personnel in high schools on the basis of the latest achievements in scientific and technical progress
  • Development of new, progressive forms of scientific and technical cooperation with R&D entities and industries to jointly address critical scientific and engineering issues and enhance spin-off development
  • Expansion of the international scientific and technical cooperation
  • making of a qualitatively new organizational structure of scientific activity of high school.

To solve all the problems is the mission of various academic units of the university.

The main directions in modernization of university science can be considered:

1. Formation of a balanced structure and financing mechanism.

2. Implementation of structural reforms aimed at improving efficiency in the use of scientific potential of the university.

The distinctive trend of today is abandonment of a highly centralized hierarchical structure of scientific activity at the university. Presently, to prepare, make and implement managerial decisions in the field of science various centers of economic power responsible for the research activities at the university are formed. Conventionally, all academic units of the university can be divided into two large groups: the scientific, organizational and service (Figure 1).

The main “character” of the scientific potential of the university is a sub- faculty. It is their mission to participate in the research activities of the University, conduct research into fundamental science, technical, socio- economic areas, the humanities and higher education in close connection with the tasks of improving the quality of students’ training.

In modern conditions it is possible to organize sub-faculties on a "cluster" basis that allows to build a united pool of scientists representing different facets of a particular perspective. Such clustering can be based on economics, humanities, natural-science and others.

The second important thing in the academic structure is research institutes. Its main purpose was carrying out scientific, organizational and economic activity.

According to experts, 22.5 % of today's high school‘s researchers engaged in basic research, 48.8 % in theoretical and applied studies, 31.4 % in applied developments.

A relatively new scientific department of the university research infrastructure is a school of thought.

Typically, a school of thought is shaped by the team of research and teaching staff who won their reputation due to high performance of scientific research, as well as by high level of training of scientific and pedagogical personnel characterized by strong traditions and continuity of generations in the course of its development and researchers training. Such a team should have a recognized leader who has created a scientific school acting under his supervision or his followers. The main purpose of the school initiation is to determine scientific fields in which the university can be considered as one of the recognized leaders to position their institution in the Russian and international scientific community.

The important role of business incubators should be noted

Unfortunately, the primary form of familiarizing students to scientific creativity is not very effective.

On average the proportion of scientifically inclined among Russian students is 8.6 % which is generally favorable indicator. However, from college graduates not more than 0.5 % are willing to work in the science.

Business incubators, technology parks functioning within universities are designed to provide students with an orientation toward research.

The functions of scientific research units are shown in Figure 2.

The second group of academic departments of the university includes organizational and service units.

Functions of the scientific units of this group are presented in Figure 3.

In the scientific literature on higher education management the conception of the process approach is widespread, according to it the management process is expressed in the form of continuous inter-related activities - management functions.

Within the frame of this approach, we propose to use the organizational model of university scientific activities management (Figure 4).

The proposed model is based on the principle of creating project teams of representatives from various academic departments of the university. Forming organizational structure must meet academic activities efficiency of the university.

The efficiency should be considered in terms of three aspects: research impact, influence of scientific activities on the educational process and scientific-production effect (commercialization).

Additionally, a matrix of functional responsibilities assigned to the specific units of the university research infrastructure can be offered. (Figure 5)
